Using the following function:

ScenEdit_SetWeather(5, 0, 1.0, 1)
I would expect a temperature of 5°C. But at a latitude of 36°S in June the displayed temperature is -5°C while at a latitude of 36°N in the same month the displayed temperature is +15°C. Lua wiki states that temperature parameter varies by latitude, but what is the relationship?
From what I see it adds 10 degrees for the northern emisphere and substracts 10 degrees for the southern emisphere in june.

The "varies by latitude" quote refers to the fact that average temperatures depend on geographic latitude (compare current temperatures of, say, Reykjavik and Athens). This is not something that is enforced by the sim (nothing blocks you from setting Athens to -20C in the middle of the summer) but is a general guideline for scen authors.

The actual variance of the temperature in the sim is based around the baseline value and depends on the time of day. At night you may get temperatures up to 10 degrees lower than the base value whereas in day you get up to 10 degrees higher. So e.g. a baseline value of 20 will give you a range of 10 to 30.
