Possible Italian upgrade issue

Possible Italian upgrade issue

Playing a PBEM++ game with the latest update. It's mid 1940. My Italian research shows Infantry Weapons 1, Advanced Aircraft 1, and Naval Weaponry 1. However I can't upgrade any infantry units or ships, even those sitting in Italy that have not moved. I was able to upgrade my fighter unit in Sicily one level. Is this a bug or have I forgotten something fundamental about how upgrading units is supposed to work? Thanks.

Edit - Just to clarify, when I right click on an infantry or ship the upgrade option is grayed out. Pretty sure I'm not the problem here, but it wouldn't be the first time. [;)]
