Possible issue with liberation

Spain joined the Axis and promptly overran Portugal.

The Allies finally came in and liberated the poor souls. However the Portuguese islands were still Axis controlled without any Axis ground units present. I would think that some kind of land presence would be needed versus just ships.

If ships cannot capture ports in the game why can they keep ownership from changing?

Any areas being liberated have to actually be liberated, otherwise they will remain in their conqueror's hands until that country surrenders or the game ends.

The Channel Islands are a prime example, as they weren't liberated until the end of the war. Essentially to liberate somewhere, troops have to be sent.

In terms of the ships, they cannot occupy an enemy held port, so providing they are in the port it will be friendly to their side. But if they leave then the port may well change hands as they are no longer present to prevent it.

I realize that you have to have things work consistently through out the game system.

But when I conquered Spain, everything changed to Allied control, EXECPT hexes occupied by Axis units. So cities and area where no one had a unit close to, like the Spanish islands, these all were changed to Allied ownership.

Yet for liberation, the player has to send troops to get outlying areas, as noted above, to switch? It seems that these two types of changing ownership are flipped.

I can see that conquering a country would mean that you need to send troops everywhere to get rid of any occupiers holding out. But liberation should not have to need that. Unless an enemy ground unit is present.

These events just do not seem to work the way they should.
