Changing a Division HQ

I don't remember if there is a way to transfer a division to another Army HQ.
I had an AGC division retreating after a russian breakthrough into the AGN sector.
I spent 4 turns to move again the division in the AGC sector.
In this case, i think that a card for transfer a division could be the right thing,
or for example after X turns the division shift automatically to the nearer HQ.
What do you think ?
