Is it possible for the soviets to repair a rail line that is only 2 hexes away from german units? will the RR construction units auto deploy?

per manual section 14.2.2.1:
Prior to December 1941, Soviet rail repair units will not automatically move to rebuild damaged rail lines that are within 5 hexes of an enemy
unit.

Not really.

You can "tip the odds." Make sure the hexes next to railheads that can be repaired are free of other units. The stacking limit is three, so every other unit there lowers the number of auto RR units that can be there. Or alternatively stack 3 other units in places where you do not want auto rail repair or want it less. Lower level HQs tend to deploy their auto rail repair not as far away, so place the HQs close to where you want auto rail repair. Place higher level HQs somewhere with lots of rail repair possibilities to keep them all employed. If they are repairing an unimportant rail line click on their "return to HQ" so that they are free to start elsewhere.

There may be some other ways to slightly tilt the odds. But basically it is up to the AI only when and where to auto rail repair. As Axis you only have manual control over the FBD units.
