Infantry Weapons

What is the reason that the Russian Infantry Weapons (level 3 ) is higher /better than the Germans (Level 2).
The Germans were inflicting a 2to3 to one casualty rate right up to the end of the war...is it back to front?

Those are my principles, and if you don't like them... well, I have others.

Sometimes Level 2 and even Level 3 is not enough. When the Germans did it right they gained so much experience that they are so strong that the Russians have difficulties to hold against the enemy.

The base level of the Russian Infantry is lower then the German one.
When both at max level the stats are equal afaik.

That's right, level 3 for the USSR is the same as level 2 for everyone else.

It also means they have to pay for 3 levels of upgrade = expensive, to achieve parity with everyone else. Assuming of course that all other things are equal, e.g. Command and Control and Infantry Warfare research, and the experience level of their units and HQs.
