I discovered this by accident.
When placing forts during setup, you click on the fort counter then select the hex on the detailed Map where you want the to place the fort. Then a new form appears that lets you select which hex side that you want to place the fort. I found out that if you click on the map in the choose fort hex side form, you get another Choose hex side form. This allows you to cheat, because you can effectively select two different hex sides, one in each of the two forms. Giving you two fort hex sides placed for the price of one fort counter.
