Naval O Chit Help please

Trying to play a Naval O Chit. I select Naval impulse and Macarthur who is in Singapore with the ships intending to move into the South China Sea. The sea area box is blank and I get no option to select sea areas. At no stage do I get the opportunity to select the sea zone for re rolls nor do I get the option despite initiating Naval search with a ship that left Singapore this turn. Has anyone ever played a naval O chit and if so what am I missing?

Choosing HQ Macarthur and sea areas are blank.

At the initiate stage and no option to allocate any re rolls.

I tried it and was unable to get it to work other than re-orging the ships in the port with the selected HQ. It is also hard to figure out which version of the naval o-chit is in play as there is an original and then a succeeding version which was then modified by the 2008 errata. The manual talks about this but I found the passage confusing as to which version the optional needs to be "On" for.

I have found the players can manually control this in PBEM. Player nominates which sea areas and how many adjacent to where the HQ is located. He just re rolls any up to the HQ reorg limit. As long as the conditions are met ie ships and planes started in port with HQ that impulse. It Re rolls can be for AA, searches, A2A or even defense rolls for ship damage.
