Switching trade resource from production to saving

I thought I should be able to change a received traded resource from production to save during the final production planning stage. When I try with Italy I receive the following message about not changing the source of the traded resource (not what I am trying to do). I believe I have done this in earlier versions. Is this a bug? Game file in next post.

Here is the game file. Note, I could not use the switch major power button to get to Italy (I believe this has been reported before), so you must finalize the German Production has is. Then you can click on the traded received oil resource and try to change it to save from production.

I don't think it ever could be done. It was put into the game because it allowed ( supposedly "gamey" ) changes after the point where Search and Seizure is done.

Unfortunately, Search and Seizure has yet to become operable.
