Foreign Comittment Limits Interpretation
Hello to all friends.
This is he case:
I've finally placed a second British HQ, in French own's national territory, equalling 6 "between commas" hqs points/allowance (2 for Lord Gort and 4 for Gen Alexander). there was ONLY one other land English unit, in France, at the time. No airplane, no transport or any other British naval unit in any French port.
So then I brought 2 Fighter corps in addition behind the British Army, and everything good until now. We now have the two HQs plus an infantry corp + the two fighter units only.
Next turn I finally proceed to naval transport, directly into a French port, a desperatly needed added infantry corps, but..
alas
move not allowed because on foreign troops commitment limits etc....
then: I transfer a third fighter unit, by air rebase, AND this is accepted, no foreign troops limits issues.
Unfortunately, two of the fighter units got destroyed in a subsequent big air combat clash where all of the three were involved([:@][:(][:@]), at the end of which and as a consequence I abort and retire from the air combat in order to spare the last figter unit.
And then guess what?
The system does not allow the retreated air unit to land back in the French territory where it took off just before (the 2 HQs are still in place, and no other addition - no ship , no air unit whatsoever present in French territory), because of... foreign troops limits!
Not possessing the range for the fly back to England, I cannot find any other solution to get the game move on rather than destroying the unit.
Is it the correct interpretation of the rule?
Where am I wrong? Am I wrong, or the system is bugged in its application here of the foreign troops commitment, instead?

If it is the way you are saying it, it is a bug.
However, there may be many other issues.
For example, you say:
This should work for one ship plus one corps, because two ships + two corps would exceed the limit. Ships count against it.
The fighters should have been allowed to retreat to France, since there is no addition and the HQs are in France (they are not in Belgium now, are they?).
So, the retreat of the fighter should be a bug and the disembarking corps could be depending on how many corps and ships (an alternative option is that you can disembark from the sea and the ships obviously wouldn't count).
Note: Once the units you want to leave in France are already there, you could take one HQ away (for example to Egypt or support in the case of an Axis invasion of Greece or Yugoslavia), because the FTC only affects the units entering a country, not those staying there. Obviously this wouldn't allow reinforcements if some units were lost... cause no more units could enter without enough Hqs.
However, there may be many other issues.

Yes Ignacio, none in Belgium. The whole of the BEF is in Bretagne only, very hard pressed but keeping.
No, never attempted to naval transport more than one infantry corps per time...
there are also some French units in Bretagne, but not in the port of destination - not as land units, nor as ships or air units whatsoever.
There is still some room for additional British units.
Just said that because, MAYBE, this may have affected, some how...

Can you post a gamesave in here? Because it sounds like a bug to me, and with a gamesave, we can swiftly investigate this problem.

I think it is a known bug, some time ago I was not allowed to debark a HQ into France [&:]

Yes, it is definitely a bug, but what a bug!
After having restarted the game, no more issues!
All British reinforcements allowed by foreign troop allowance, admitted in France. All that was denied before, as described, has been then allowed.
I haven't changed anything, apart from real killing of many bugs (you know, summer) at home, yesterday night and today. Maybe it influenced in some way ([;)][;)])?
In any case I cannot upload the savegame momently, the main PC is internet disconnected.
After having restarted the game, no more issues!

This strange behaviour of MWIF has happened in the past. It might occur when you reload a game without exiting the program, that a "shadow" MWIF stays active and messes things up in the reloaded game at some point...

On the third reload of same save, the "bug" showed again. This is an elusive bug.
And, is somohow connected with the use of the CTRL and SHIFT buttons and sticky keys.
I casually activated the "sticky keys" option, and the bug disappeared, meaning hat the British unit was not allowed to disembark in France.
Then I disabled it again,and the same unit now yes allowed, no Foreign troop commitment limit message showed.
My provisional, superficial theory is that some how the use of CTRL + mouse can at time be interpretated by the game as a "multiple move", or something similar to this.
As soos as I can, I'll provide the savegame.

off topic. but CW should hold on to lille, that city is a fort. close to ground support, and flanks that can be supported with the navy.
I seen Germany spend an offensive to crack that. and off cause the engineers should be there. with the engineer there are a -6 city modifier. which forced germany to use engineer and HQ to counter that city modifier
haha a loss of a engineer and the use off an offensive, is worth the cost of some of the BEF
I seen a player give up, after 2 assaults on lille..

There is no need for the Germans to take Lille. Just drive through the Clear terrain hexes on Paris. Once the Germans 1 hex past Lille, the French factories there get no resources (unless they come in from the North Sea).ORIGINAL: michaelbaldur
