How do I air transport troops?

I'm finally getting around to a longer scenario and can't seem to air transport that Engineer Battalion from Australia to Port Moresby. I gave some PBYs the mission but may have messed it up by then rebasing them to PM. I gather that I should have left them in Cooktown (I think, whereever the engineers are).
Anyway, setting the mission to Troop Transport did not bring up any menu of where to send them, so how exactly do you do this?

Once you set troop transport as a mission type, you'll see another toggle underneath that allows you to pick which unit you want to airlift.

Be aware that the little PBY's are pretty useless at this. Their only saving grace is that they do not require any airfield at the destination hex unlike the C-47's.

I found my problem. It was assuming that you
don't have to set a destination when you rebase
the air unit. I still needed to Set Destination.
