Shore bombardment

I am confused on shorebombardment. I moved a strong japanese fleet into the 4 box. You can barely see it in the screen shot, they are at the top, but clearly in the 4 box. I have land troops in Phillipines, I start the attack on Manila, and expect to put in massive shorebomardment, but instead...even though they are in the 4 box, they only supply 1/2 of the power. They yamato fires 2 instead of 4. I still won the fight, but I hate not understanding this.

Terrain. From, "The Rules as Coded. Section 11.16.2 Shore Bombardment", page 77, "Halve the (reduced) bombardment factors if the hex is a forest, jungle or swamp hex."

Sure it is. I cannot count how many times I have had easy attacks converted in disastrous because of forgetting climate effects (penalization + sometimes couldn't send PARA or Ground Support or some units OOS), ground effects, and many times river effects (not so easy to see, some weeks ago with the Seine in my siege of Paris. Don't you have the weather showing on the detailed map? I do, since I need it as a reminder too...

Well, I was meaning in WIF, since in MWIF I have not been able to play effectively up till now. [:)]

However, in the trials I have made in MWIF, yes, I have the weather on all the time.
