Burma Oil

I suspect this has been addressed elsewhere but I have not found it. In the attached screen shot during my global set up for CW, you c an see that CW has an oil in Burma, to the right you see my convoy set up for that area. Why am I not getting that oiL? Are the 2 convoy per zone in that area not enough to carry that oil? If not what are they carrying?

Also, and this is a small thing..in the far right column it is labeled with letter C and unter it canada oil has a 3, and port of spain trinidad gets a 4. What do these mean?

The numbers are the number of CPs being used to get the resource (or oil) to its destination.

The program has been trained (or should be) to favor getting regular resources first so that oil can be saved or used for re-org if it's an oil game. At any rate the program has decided to get the two Malay resources via the Bay of Bangal (or possibly the two NEI oil, since any oil lent to you must be moved to a hex you control and saved there in order to be used in later turns). You will need to use Default settings to change this if you don't like it.

When in doubt the Cw (and any country)'should ensure they save as much oil as they can if it can't reach a factory.
