Is super tech available in non-story mode?

Is super tech available in non-story mode?

Is the planet-destroying tech available to be found when not playing the story-mode? I had always assumed it wasn't since I never saw it but in my recent game an AI empire, the Solar Federation, clearly discovered something huge. Since they didn't have much in the way of research I assume they found something.

Has anyone discovered a super tech when playing with all the story events disabled?

Yes, I have seen Planet destroyers with all story lines turned off....GP

Super techs are found in ruins (I believe there is only one of each), while the planet destroyer ships (and any other derelict to repair) are not present.
