Allied Convoys

I see allied convoys arriving in off-map ports but I can't figure out how to use them.

You do not really use them. From editor manual:
ORIGINAL: Editor Manual
Convoy Unit is a unit that when arrives will place it’s devices in the pool for that side and then
withdraw from game.

IIRC it is 3 days until they withdraw by which time all their fuel and supply has unloaded and all devices they carried go into the pools.
