NebelWerfers Broken?

The development team behind the award-winning games Decisive Campaigns: From Warsaw To Paris and Advanced Tactics is back with a new and improved game engine that focuses on the decisive year and theater of World War II! NebelWerfers Broken?

Can't seem to use these as artillery and if you throw them into a battle they get wiped out? What is going on here? This unit should be fairly powerful for the German. But in this game there seem worthless. Also, I feel air power in this game is very unhistorical weaken and almost worthless too. Some serious flaws, but can be fixed by Victor?

Ok, found it in the rules. Seems like when they fired the pieces are removed and have to be replaced. So they have to be restocked up again, which could take a month?

6.2.5. ROCKET ARTILLERY
Rocket artillery is a new breed of artillery all to its own. The Soviets have Katushyas
and the Germans have Nebelwerfers. These rocket artillery troops are not used as
regular artillery, and cannot participate in an artillery attack. However, they can be used
to augment a regular land attack. In the first combat round they will completely deplete
themselves (firing all rockets) and then be removed. The impact of this first combat
round barrage can however make the difference for the other land troops assaulting
the hex because of the great deal of damage they can do. Rocket artillery has the same
negative penalties as normal artillery when attacking terrain that provides good cover.
