Ger Units passing thru Gibralta

took 3 turns of YES turns April 14, May 6 and May 28th before actually passed.
Should it take three turns? Was a CA and SS. 1.09.09 Beta

Hi

It shouldn't, unless their end positions are blocked by enemy naval units. Otherwise it should only take 1 turn.
