Do engineer help fix cities / airbases?

Do engineer help fix cities / airbases?

I know that each city that is damaged has an auto repair number, usually like 200pts. If you place an engineer unit in a damaged city does it help repair that city/airbase faster? I would think it should based on how many action points it has left when the turn ends.
