Japanese Balloon Barrages

I've read some on these but nothing cut and dried. What do I need to have a Japanese base make barrage balloons to combat low level air attacks? This is in regards to a forward base like Rabaul, not a Japanese city.

They have been great in my AAR vs. Canoerebel with his attacking of the Home Isles.

Make up your mind, are you talking about balloon barrages or barrage balloons? Aside from trying to start forest fires using submarine floatplanes the Japanese tried sending up incendiary balloons they hoped would come down in the Pacific Northwest.

SO they will just appear and can't be produced via production, am I right?
