1. What does delay 250 mean for a ground or air unit?
Hover and 'will arrive 28 March 1946' ??? Well after campaign over.

2. Withdraw keeps the equipment, personnel in the unit?
vice, Disband put everything back in the pool?

3. Does saving the scenario file 'lock' it in case of upgrades? or do I need to make a daily backup?

1) 250 is used for units that are disabled in given scenario
2) Yes
3) No, it's better to save your scenario under a new name (change its title, then save); also, your scenario is not safe in case of generic data change, unless you have locked those in (in this case they will not update when new version of data will come out)

Also,

5. Where Generic Data shows delay 999, is this Event/timeline trigger specific?
Or just ignored?
Since units only seem to be updated in scenarios.
