What are the actual adjustments as far as % or something more specific? The manual is sort of vague:

Handicap/Cheat: This sets the level of
advantage for the human or programmed
opponent in human vs. computer games. There
is no advantage if “None” is selected. Selecting
Human +1 or Human +2 gives increasing
advantages (supplies, rest, strength modifiers,
etc.) to a human player; selecting Computer
+1 or Computer +2 gives the same increasing
advantages to the programmed opponent.[/font]

Basically, they're 10% and 20% bonuses, but they are increases to the things like supply, resting, etc. Overall, they're pretty minor bonuses if I remember right. It lists strength there, but I'm pretty sure that strength isn't actually increased.

Intelligence handicap, on the other hand is very crippling to the AI.
