Units that will not move

Units that will not move

I am playing around w the Overlord scenario and I notice several units are not able to move but they have movement points. I think the scenario scripted some units not to activate until x move. How can I check? Thanks!

If units have a colored bar near the bottom they will not be available to move.

7.13. Unit Icon Display
(Advanced Rules)

If the unit is not fully available for Orders, the
numbers are shown in a colored band as follows:
§§ Yellow: The units are in Garrison mode,
which is the result of a special Scenario rule.
§§ Orange: The unit or its parent Formation is
reorganizing. Otherwise, they are in Reserve
as a result of a special Scenario rule.
§§ Red: The unit is Routed.

If duct tape doesn't fix it then you are not using enough duct tape.

How can I check?
With unit selected, hit 'F' to bring up the Formation Report.
