Leaders

I do not have this game (yet!) but it does look very interesting.

I notice in some screen shots that leaders names appear.

Do leaders play any role in the gameplay or are they just there for flavour ?

It is an operational game, so leaders are really only represented by the scenario author by naming HQ units after them. The HQ unit strength is based on equipment and other factors the author applies. Individual names is for flavor and historical reference.

The impact of HQs depends on the scenario.

If the scenario desiger has good information about the effectiveness of certain leaders he can assign a higher proficiency level to the units under that leader's (HQ) command. However, the physical presence of an HQ unit does not do very much in the way of influencing combat.
Grab them by the balls. Their hearts and minds will follow.

You can also use the eqp editor to create any leaders you want as an "equipment" and add it to the HQ. In my VCO series, every US HQ down to Brigade level have their historical commanders.
