scenario info question

scenario info question

If a scenario description doesn't specify whether there's a PO, or whether it's only PBEM etc - if it says nothing at all about the PO - does that mean there is no PO, or there is a PO for both sides? Or PBEM only? Falaise 44, for example. But many others too. Thanks.

It means there supposed to be PO for both sides.
