Do you really need to draw the whole island? much of the battle took place along the north coast afaik, even naval actions.

Also about the 500m/hex, considered the limited visibility on the island (rolling hills and jungle), I doubt much range direct fire happened beyond that.

Other issues with hex scales of 1 kilometer is Rabaul, Noumea & Espiro Santo, I can only set a max distance of 254 hexes in the editor. These areas are 1000 kilometers and more away. I really don’t want to make a huge map and have 1600 zig zag hex trail from Rabaul to the map. May need to just use Rabaul or use reinforcement and withdrawals of air units. Noumea and Espiro Santo really did not add much other than staging and recon. But Rabaul’s air power is a must.

Anyone think of a solution for this (above)?

You could use 4 consecutive hexes setting them to 250 Km each and black hexes all around them, except one connection point to the main map.

Set a Distance only affects Ranged Fire, not Movement.

You can use the Editor to set Movement Allowances lower, it that might work. Artillery Ranges can also be set lower.

There is an 'Infantry/Artillery' icon that could allow your Infantry to fire out further than one hex, but you would have to modify the Equipment values to get something other than Artillery attack values.

Don't make the map huge, make areas that weren't usable during the historical campaign also unusable with Badlands and cut the rest out.

I'm not familiar with the terrain on the island, but we can always use one thing that works, and modify the graphic to look the way you want it. I can help if you need.

Marine Defense to Offense can handled with different Objective Tracks.

Pestilence is an effect in the Editor.

Staff and Porters ? Well, I don't know the subject matter but at that scale it is up to you to include any type of firepower that was valid in the campaign. Units can be customized any way you want .

I did Goodwood at 1km/hex with TOAW III and it works fine. There is also a scenario called Tarawa that somebody did that uses a small scale. I can't remember the particulars of it but you might want to take a look at it.
Just my thoughts on the matters. Good luck, it sounds like a fun project and one that many will want to play.

The japanese shipped in some longer ranged guns to blast at Henderson field, it was a factor in the marine offensive to drive the parameter out so henderson field could not be shelled. The japanese had spotters on mt austen which ups the accuracy. You want to make this a significant part of the game.

Do you think that mousing over hexes will confuse people?
Everything confuses people !
Just break it down in your notes. Also, sometimes it is not too bad to put some notes that reflect your documentation right on an unplayable part of the map, such as:

Terrain Conversions:
Badlands - Jungle
Bocage = Palm Tree Grove

For example:
