Bug: Attack planner 'P' key doesn't trigger for bombard

When selecting a support unit and pressing P when the crosshair appears over an enemy, it acts like an empty hex is clicked and brings up the Planned Combats instead of the Planner.

You have to right-click and 'plan'. This only applies to not already planned attacks, so for instance bombard missions, not where there is already an attack in place.
