What is this about.

Basically I just roll past this always. I dont get what this is, what it is telling me or what to do with it. Can someone explain please?

It is an overview of the garrisons values for neutrality pacts. Look it up in the manual.

As chits are drawn each turn, this gets updated with what is known by each side. Ultimately it tells you when Germany is able to DoW the USSR (or vice versa). At the start of the Global War scenario, Germany and USSR have a neutrality pact in place. The rule number is 9.5.
