Scrolling is snail slow...

The game runs very choppy and slowly.

Windows 10 user.

Is this a known issue?

It is a known issue.
you have to modify the games shortcut.
eg.: "C:\Matrix Games\War in the Pacific Admiral's Edition\War in the Pacific Admiral Edition.exe" -cpu2 -deepColor -fd -altFont -multiaudio -px1920 -py1080 -skipVideo -dd_sw -archive

The example assumes, that the game was installed in "C:\Matrix Games\War in the Pacific Admiral's Edition" and should run fullscreen at resolution 1920x1080.
The switches -deepColor and -dd_sw make scrolling smoother. With every version of win10 you will get "bleed-throughs" of the desktop. Version 1709 is worst.

I also found that I needed to set -singleCPUorders and -CPU2 to smooth out the scrolling hesitation at night.
