Unit purchase display issue

Display "Bug" highlighted by marcus725

In case doing a custom campaign with all units available for purchase, during gameplay the last Naval units cant be accessed.
No purchase window scrolling available.

Having the same problem with the 1938 scenario in the community pack. Considering that you have to play until 9.1.39 before you are even allowed to build units, and therefore discover this game-breaking bug ("subs" as Germany is below the selectable interface)... its kind of annoying to say the least to have 6 hours sunk into a game you really can't continue. Hoping for a solution to this.
