Coastal Garrisons and ships

I'm currently playing a PBEM of the North African Campaign and the Brits have parked the fleet just off of Tobruk.

Unfortunately the coastal batteries I have there seemingly can't/won't fire at them as they are in Garrison mode.

I also have some artillery units that are both in range and have anti-ship capabilities which I can't get to fire at the ships (these are from the field army and so not in Garrison mode).

Any pointers as to why much appreciated as it is very frustrating.

To learn any wargame, I would play games against myself. It means I can set up a situation to test specific game mechanics.

With this game it seems that some mechanics can change from one scenario to another based on how it is designed.

I looked at the North African Campaign scenario and I don't see any coastal batteries [:(]
