reconstitute, and air transfer question

2 questions:
1) In the EA scenario it seems that even short range air units can fly from Britain to Malta in a turn. But somehow they can't reach Egypt. Even very long range bomber units can't make it to Egypt. Does anyone know why this is? What prevents air transfer or allows it?
2) How can you know whether one of your units will reconstitute if killed?

1) Did you wait another turn and then make them hop the 2nd leg?
2) In the scenario description or check in the editor in the reinforcement screen.
