v.2.7.1 - Vichy unit occupies Bayonne

Not sure if this is a bug, but can a Vichy unit move into Occupied France--in this case Bayonne? Vichy is at war with but not hostile to CW, which has units adjacent to but not in Bayonne. Lars thinks Vichy can't do this but the game is allowing it. I'll post the file if you guys think it's a bug. Pete

I think I answered my own question: From RAC 17.4.

"Vichy units may only enter a hex outside Vichy France if it is controlled by an enemy major power."

Vichy is at war with CW and Bayonne is controlled by CW so Vichy units can enter Bayonne. Not a bug.
