Hi, i just downloaded the game, bla bla bla.... the game is great... bla bla bla... now to the question.

i was making an map, and how do you place those flags?

You do this while in the deployment phase of making a scenario with the editor... Just make a test scenario, with the countries you choose to have involved, then 'deploy', you can then edit VH's, etc, it's all in the manual, included in the download, in the main directory!!:D
