Possible melee bug

I was playing "Munchenberg", Rico's last scenario, and a Russian squad advanced in CC with a Hetzer.

In the subsequent Fire segment (German turn), my infantry fired on the hex and broke the Russian squad.
In the Rout Segment of the German turn, the squad didn't route (though it would have been able to) and was not eliminated even tough it was in the same hex with a German AFV.
The Hetzer, being locked in CC was not able to fire [:(].
In the Close Combat segment of the Russian turn, the broken Russian squad also engaged in CC (see image).
I had to send two squads in the hex to free the Hetzer, but unfortunately they managed to do so in a German Turn, and an IS-2m (not visible in the image) killed the Hetzer in the subsequent Russian Fire Segment.

UP844 broken personnel units locked either in Close Combat/Melee won't rout, that's the rule.

I was wrong: I thought broken units would be eliminated when staying in the same hex with a good order enemy unit.

I also thought along the lines of UP844 that any broken unit in the same hex with an enemy unit was eliminated. My Melee issue occurred when a unit went into CC with an AFV and after the AFV was destroyed the unit remained in Melee with itself until end of game. Only happened once though.[8|]

If it's a rule, it's a rule and we will have no choice other than taking it into account in our planning.

I cannot stop wondering how can a broken unit remain "locked in Melee/CC"? Shouldn't it be eliminated due to failure to rout? At the end of its Rout Segment the broken unit will be "within the normal range" of the unbroken squad(s) / AFV weapons (unless the AFV is unarmed or has all of its weapons malfunctioning).
