I see I have an error. The Bulgarians are not supposed to activate unless you capture Sevastopol before Dec 3rd 1941. I will have to fix that. Leave those units in Bulgaria unless you can achieve that capture. I will have to debug and find out which event is out of place Thanks

In the area between the rivers I've got the Romanians, and the Slovik's and prior to this post
the Bulgarians. I've since moved the Bulgarians to the northern track just to separate the
Axis Minor Allies a bit. FITE had a house rule that no Axis minors may stack with another
national entity besides their own and I'm observing that rule here. There's another house rule
that says that no two Axis minors may cooperate in an attack. You can have different nations
adjacent but they can't both attack simultaneously. I'm observing those rules here too.
Every once in a while I'll run into a rough spot but for the most part it's just moving south
trying to find more Soviet targets.

I like that rule. I like that rule so much that that's what I've been doing for the past couple of games. It's likeThe house rules are the ones from the original FITE. I also like to only use the Rumanians to capture Odessa
as that was historical, although there is no house rule in effect for that.

I have found the issue and will try to upload a fixed file. It is not in the events, the formations for the Bulgarians were set to manual instead of static and that triggered them on turn 1. As long as you just leave them in Bulgaria it will not affect game play.
