Algerian Army reinforcement Question

DE 602 states in the Notes:
Note that the strength 10 French Army will deploy at Algiers on the 1st August 1940 anyway even if this decision hasn’t yet been presented.

In my 10.03 Beta PBEM game ID# 11174 (started fresh as 10.03)
I've completed the Allied August 11, 1940 turn, France hasn't surrendered and no French Army showed up in Algiers.



Is the manual correct and there is a bug, or does the manual need editing (e.g. the Army only shows up after DE602 is rejected)?

Germany imposed Vichy between my August 11 & August 25, 1940 turns.
So I can't tell if the Army would've shown up between them.

I think the manual is wrong and that army (+HQ +bomber) only appears if Vichy happens
