He's clearly trying to resist in Burma but it's useless. I'm going to have to pull up there. If I just run up and take Magwe I know he's going to try and bomb the crap out of it. For the same reason I've left Samarinda and Balikpapan alone. I'll take Java first. In Burma I need to scrounge up some flak and aviation engineers. I'll need to go around Magwe and get some airfields set up and start bombing his airfields before I go in.
So gamey, I'm sorry... some better in-game mechanism should be envisioned to ruin industrial and military facilities at the prompting of the controlling side.
I understand that the Allied player, if given the possibility to sabotage his own industries and facilities, would try to zero-level Palembang, Balikpapan and many other objectives from the beginning of the game thus judged as unrealistic, but still...I'd leave it as an optional feature

I object to engineers being slaves of an algorithm. When you're fortifying a base you expect to lose, but want to hold out as long as possible, you are forced to repair damage to your enemy's future airfield and port, which you probably aren't using or have any expectation of using for several years. Allowing engineers to destroy facilities is the antithesis of that. We can't have it both ways. If the allied player were capable and willing to destroy oil fields before they were captured the war would be over a couple of years sooner, I think. The US has a virtual infinite supply of oil and fuel, and the destruction of any and all foreign oil fields would cost nothing in consequences. They didn't do it and the game would be unplayable if they did.

Well Geoff, I made same reflections of yours before, as wel as others, I guess.
Truly, the game could provide an exception for which certain locations infrastructures (i.e. Palembang, Miri, Etc.) cannot be sabotaged/disabled by controlling engineers in a given times's interval (for example from Dc 7th 1941 until March 15th 1942), and this even if such an optioin is given in game by default (as it is not currently).
An option to be explored, especially from the historical point of view (for example: why raelly had not the allies sabotaged/disabled the vast oil facilities in Dutch Indies and Borneo?)

there were demo attempts in most cases. but left to the last minute or the attempts were sabotaged, in one place (taracan?)there was success and the japs executed every one they could get their hands on localy in response.
