From the Manual:

Local Force Limits (“Grouping”)
Up to nine units of all types may occupy any particular
location. In most cases, it is best to limit the number
of units in a location to a smaller number. The precise
limit depends upon the equipment assigned to the
units involved, but a good rule of thumb might be
to limit stacking to no more than three units of each
type (Land/Sea/Air) per location.

Can this be edited? It reads like more of a suggestion, I cannot find a setting for this in the editor. I'd like to set a limit of 4 units per hex in my game.

This was not in the editor portion of the manual. They are telling the player to try and stick to this limit, self imposed.

If duct tape doesn't fix it then you are not using enough duct tape.
