How do I disband the static LW regiments that are in some German cities?

You can't disband them

No, they are supposed to stay there and defend their city.

If you ever get to Berlin, you can actually go and see one of those Flakturms (or at least half of it, the other half having been blown up).

I believe (from memory) it is Humboldthain, but any citizen of Berlin may well correct me here.

There are several to see in Vienna. Two are in Augarten park.

They proved to be hard to disband even after the war.
