Theatre Option in Nack Frankriech

For anyone familiar w this and other scenarios where there are theatre options, how are those options executed? For example, take from the scenario notes below indicate that there are options, but does not state how the player executes the options?
When you start the scenario the units are frozen. I was waiting for the option to pop-up but that does not occur. "This is an outrage!"

"The scenario starts with two turns of Cease Fire in order to allow the players to set the game situation. There are Theater Options to determine the disposition of forces for both sides.


At Start Game Options :

For the German Player :

The at-start positions of German units in the scenario reflect the historical deployments. The German player has no Theater Options, his deployment option is dependant on the Western Allied player. If the Western Allied player chooses to not move the French 7th Army into northern Belgium and southern Holland [instead keeping the 7A in reserve northeast of Paris], this will release the Group von Kleist Formations on turn 2. This will allow the German player to relocate the 1st, 2nd and 10th Panzer Divisions [the historical spearhead of the German attack] along with their Korps level assets to alternate deployment areas and to therefore explore variations on the Historical Strategy. Note that if this option is not choosen by the Western Allied player, there is nothing for the German Player to do on turns 1 and 2 [in which case end each turn and continue to turn 3].

Fallschirmjager and Airlanding units :
These are the only units that use 'SMG Squads'. These units arrive on turn 3 at the locations where they were historically dropped/landed. The German player has no ability to air drop units manually [one exception is the 22.LL's artillery unit, which is located at 207,70. Please drop it in Holland near the other airborne units].


For the Allied player :

The Allied Player facing the German PO or German Human player has the option to keep the French 7th Army in reserve instead of sending it forward into Belgium/Holland. If this option is not chosen on turn 1, the French 7A units will arrive on turn 4 at their historical positions in northern Belgium and southern Holland. If this option is chosen on turn 1, the French 7A units will arrive on turn 4 northeast of Paris. In both cases the 7th Army will be in Reserve Mode and will be activated over the next few turns. In either case the BEF will arrive at the Dyle-Breda line from turn 4 onward, also in Reserve Mode and will become available for orders on turn 5 and later.

Historically, the 7th Army was initially the French Reserve and was in position northeast of Paris in order to react to a German attack. In March 1940 this plan was changed and the 7A was moved so that it was in position to move to Northern Belgium and link up with Holland in the Breda area. If the Western Allied player chooses this setup option it allows him to move the French 7th Army into position to counter any German breakthrough instead of making the fatal historical mistake of wasting this powerful formation in the fools mission of winning world public opinion by not abandoning Holland as they had abandoned Poland. "

Actually I found a theater option drop-down. , Now, can I save France?
