Linking HQ's for dummies guide?

Is there something like a "linking HQ's for dummies" guide for v1.10.03 beta[&:]
I don't think I've ever managed to link HQ supplies the way I’ve been trying to understand it should work...

Not really, because the rules have frequently changed, but there is a little bit of one.
