“Can’t Use Oil to Reorganize” result

Hi - still confused as to why one gets a “Can’t use Oil to Reorganize “ result.
Assuming the oil can reach the units in question (and isn’t required to be sent somewhere else as part of a trade agreement), shouldn’t a nation get to decide how to spend its oil (ie production, reorganization, or save)?

There is a difference between oil arriving to a Major Power from a Trade Agreement and oil generated in a hex actually controlled by that Major Power.

Thanks - I’ll check it out. That makes sense- it is when Italy, France etc. are down to their trade oil ( only) that this comes up. Couldn’t find this in the rules (RAC).

Doesn't a nation receive that message when there are no oil dependent units to reorganize as well?
