Air strikes passing over neutral territory

Air strikes passing over neutral territory

As per subject. This should if possible be prohibited. Neutrals should be impassable to air units and air unit strikes/intercepts/escorts.

This shouldn't be possible as seen below where Luxembourg is still Neutral, however if you have found a case where it is not working as intended, please let us know.
