Problem with Event Editor

I’m using Command v1.13, build 972.12, and DB3000 build 470. I’m having trouble with the Event Editor. I cannot get it to work. Enclosed is a save game. All it has to do is load and print a message for the US side. I can’t seem to get it to work. This is the first time this has happened. Need another set of eyes this issue. Thanks.

I loaded it and got a 'The scenario has begun" message show up on loading scenario.
