stacking 2 mp naval units together - does it reduce movement?

If both GE and IT subs base in Brest will it reduce naval movement?

I seem to recall this as a rule but can't find it in the rulebook.

Yes, you lose 1 movement (not range) if more than one major power bases in the same port. It's from the start of the impulse so if one moves all ships out, then in the next axis impulse, the other will not suffer the penalty.

Ahhh... I remember reading that rule but forgot it .... explains a few things...
