Check low morale, or high Fatigue. Who is commanding the TF?

Once they were but they had not conducted any flight op's and the cap was set low, so they would not of used much of their avation fuel, or is this tied to their Bunker oil?

The ships need fuel in order to "come up to speed" to launch planes, so if your fuel levels are "in the red", you won't launch.

It is coused by that cowboy spirit of your TF staff (on Japanese side it is kamikaze desire of autodestruction in the name of the emperor). So no matter if you can lounch planes or not, you have CAP or not. You TF is going to attack.
First act than think is the way commanders in UV wrere tought in naval schools.
