Flak vs ground targets (infantry).

Flak units such as zu23-2, zu23-4 shilka and the german 40 mm refuse to attack spotted infantry when at 2+ hexes range. They only shoot at spotted infantry at 1 hex distance.

Tunguska attacks ground targets at first possibility.

Is this a bug? Or simply the fact that some AAA want to stay hidden?

If I had to level a guess, The 2S6 is setting its anti-personnel range based on the SAM and not the gun. That would be a bug of sorts. I'll look at the code to verify and we will make sure to fix that for the SS game code (most of the combat routines are getting refactored and rebuilt to be better focuses in a given type of exchange).

Update: Yes the SAM range is getting dropped in. I may be able to get a fix in, but right now unless we find a fix for the PBEM issues to warrant a patch, this fix will have to wait for SS.
