This hex looks flipped and OOS but is defending with full strength - what am I missing?

The program thinks the units are in supply. Since it is a coastal hex it is possible that they get sea supply through the Black Sea. Unfortunately the picture doesn't show if sea supply is a possibility or not. Although I suspect that MWIF is right and that the units receive sea supply.

That looks right. For some reason I remembered that a unit on coast can't trace supply unless it has an HQ if playing with AMPH rules but apparently I'm quite wrong. Thanks.

The AMPH option doesn't affect supply.
