Portuguese Azores Port Control Bug

There seems to be a bug on changing control of the port in Ponte Delgada in the Azores. Here is the situation.

Playing single player 1939 campaign as Allies against AI Axis. Spain joins the Axis via diplomatic movement.
Spain attacks and conquers Portugal. The Allies invade and take the former Portuguese Azores - but while the City
(a single hex island) changes hands, the port itself remains Axis. Usually the port takes damage and it takes time to be
usable by the new owner. But in this case, nothing happens - the US has a unit sitting trapped on the island, unable to
move off (they are regular US infantry, not special forces) since the value 5 port remains Axis.

Similar Allied invasions took the other small Spanish islands in the Atlantic, but the ports changed hands on conquest normally.
Only had a problem with Portuguese Azores Delgada island.

As a temporary workaround, you could try completely filling all of the other adjacent hexes around the port with Allied ships. If all six hexes around the port are filled with Allied ground and naval units, this might cause the port to flip control to Allied.
