The Germans choose to enforce peace between the USSR and Finland. The problem is, which I assume is a bug, is that the two German units highlighted in yellow are forced to relocate to two Finnish borderland hexes currently controlled by the Germans but soon to be controlled by the Soviets.
I assume again, that the two German units should have been force to relocate outside of both Finland, which becomes neutral, and the Finnish borderland which becomes Soviet controlled. Otherwise, it appears these two German units are defecting to the Soviets. [:D]
